Here's how Marvel describes the issue, which is the third part of the five-part "Imperial" story arc:

"Cyclops has left on a desperation mission to recruit the enigmatic Xorn (who first appeared in New X-Men 2001) - but Cassandra Nova is one step ahead, and the two may not leave Tibet alive. Meanwhile, Professor Xavier's mad twin has dispatched the Imperial Guard on a horrific mission: Destroy all mutants. This story has grown by a chapter - because Grant Morrison's story is too big to contain."
